Joe Manchin has long denied the filibuster reform. And he is still reluctant to do it. Republican donors are paying his campaign heavily and his state is filled with conservative voices. If he votes against the filibuster, he is in danger of losing his next elections. So, I don't think so he will vote with Democrats even this time.
